Strengthening Quality in Higher Education

Pradhan Mantri Uchchatar Shiksha Abhiyan

The Pradhan Mantri Uchchatar Shiksha Abhiyan (PM-USHA) is a centrally sponsored higher education reform scheme of the Government of India. It aims to enhance quality, access, and equity across state universities and colleges, supporting implementation of the National Education Policy through funding and institutional strengthening. PM-USHA evolved from the Rashtriya Uchchatar Shiksha Abhiyan to align state higher education with the National Education Policy (NEP 2020). It consolidates earlier reform efforts into a unified framework emphasizing accreditation, governance reforms, and multidisciplinary learning. States must sign a memorandum of understanding with the Centre committing to NEP implementation to access funds

Major Components

Multi-Disciplinary Education and Research Universities (MERU): Only accredited state government universities would be eligible.  NAAC Grading; NIRF Ranking are key criterion for shortlisting. 

Grants to Strengthen Universities (Accredited & Unaccredited Universities): Only state government universities would be eligible.

Grants to Strengthen Colleges (Accredited & Unaccredited Colleges): Only state government and government-aided colleges will be eligible.

New Model Degree Colleges: Districts without any government HEIs would be eligible. Only state government colleges would be established.

Gender Inclusion and Equity Initiatives: Districts would be taken as a unit and not individual institutions. The activities that can be undertaken under this component include doing sensitization workshops, combined hostels for females for the nearby colleges and universities in the district, etc.

Management Monitoring Evaluation and Research (MMER): The amount of MMER grants is 2 percent of the total fund approved, out of which 1 % will be released to the States/ UTs and 1 % will be utilized by the Centre.

Skill Development Programs

Workshops and training sessions are conducted to enhance communication skills, leadership abilities, critical thinking, and employability skills among students.

Faculty Development Initiatives

Regular Faculty Development Programmes (FDPs), seminars, and training sessions are organized to upgrade teaching methodologies and promote academic excellence.

Career Guidance & Placement Support

Career counseling sessions, resume-building workshops, and placement training programs are conducted to prepare students for competitive job markets.

Entrepreneurship & Innovation

Activities such as innovation camps, startup awareness sessions, and incubation support are provided to encourage entrepreneurial thinking among students.

Research & Academic Enrichment

Workshops on research methodology, academic writing, and project development are conducted to promote a strong research culture.

Student Support & Inclusion

Programs focusing on mentoring, peer learning, and inclusive education ensure equal opportunities for students from diverse backgrounds.
